Moving to Florida in 2026: Costs, Taxes and Where to Buy

No state income tax is the easy part. The move turns on homestead, the insurance quote, and fee structures other states do not have.

Quick answer: The tax headline is true and it is the easy part: Florida levies no state personal income tax and no state estate tax. The move itself turns on three things people arriving from other states consistently underestimate: establishing homestead and the assessment cap, the insurance quote on a specific address, and fee structures that most states do not have, including Community Development District assessments that appear on the property tax bill.

What the tax move actually gets you

TaxFlorida position
State personal income taxnone
State estate taxnone
Federal income and estate taxunchanged by moving
Property taxlevied by county and municipality, and it is the main event
Sales taxstate rate plus a county discretionary surtax

The first two lines are the reason most people look at Florida, and they apply uniformly across the state. That is worth holding on to, because it means the tax advantage cannot help you choose between two Florida places. Once you are in the state, the differences that remain are property, insurance and association structure.

The third line is the one people forget. Moving states does not change federal tax, and for non-citizens the US estate tax position is a separate question with a much lower threshold than most arrivals expect. See the estate tax guide for foreign owners.

Homestead is the part worth planning around

The homestead exemption reduces the taxable value of a permanent primary residence. The Save Our Homes limitation then caps how fast that assessed value may rise each year, and it is the more valuable of the two because it compounds.

Three practical points:

Apply through the county property appraiser for the parcel you occupy. Qualification is generally assessed as of 1 January of the tax year, and the customary filing deadline is 1 March. Procedure and required documents vary by county, so confirm both with your own property appraiser rather than relying on a general description.

The seller’s bill is not your bill. A homesteaded seller’s tax figure can be a fraction of what a new owner will pay on the same house, because their assessment has been capped for years and yours resets. Ask what the property would be assessed at without the exemption, and budget from that.

Second homes get neither. A seasonal property is assessed without the exemption and without the cap, and its taxable value tracks the market. This is the single largest tax difference between moving to Florida and buying in Florida.

The insurance quote is the shock

Arrivals from states with a single homeowner’s policy frequently misjudge this line by a wide margin.

What is differentWhy
Wind coveroften a separate policy or a separate deductible on coastal property
Flood coverseparate, and priced on elevation and flood zone
Roof agea decisive underwriting factor, not a maintenance detail
Construction datepost-2001 code construction prices differently
Carrierprivate market or the state-backed insurer of last resort

Premiums have repriced every year since 2022, and the figure is set by the specific address rather than by the city. So the sequence that works is: shortlist properties, get real quotes on each, and only then decide what you can afford. The sequence that fails is choosing a house and finding the premium afterwards.

Ask the seller for 3 years of actual premiums and the property’s claims history, and get the elevation certificate. See the insurance guide and the Citizens insurance guide.

Fee structures you may not have met before

Florida housing carries cost lines that are uncommon elsewhere, and a listing usually shows one of them.

Community Development District assessment. A CDD funds a master-planned community’s roads, drainage, utilities and amenities through bonds, repaid by an assessment on the annual property tax bill. It is separate from any association fee, it is not optional or negotiable, and it runs for the life of the bond. Because it sits on the tax bill, buyers frequently mistake it for tax.

Homeowners association fee. Ordinary in many states, but Florida’s master-planned communities often pair it with the CDD above and sometimes with a club fee as well.

Condominium dues and assessments. Since 2022 these carry milestone inspections and mandatory reserve funding, which has pushed dues upward across the state. See the condominium safety guide.

Ask for the full itemised property tax bill for 3 years and read every line, plus the association budget and any club schedule. Four lines together are the real annual cost.

Condominium or house is a different decision here

Insuranceyour policies, all of themmaster policy plus your own HO-6
Cost timingyou control itthe board controls it
Assessment risknonereal, and larger since 2022
Milestone inspectionnot applicable25 years coastal, 30 inland, then every 10

A condominium looks like the low-maintenance option and frequently is. What it adds is exposure to a board’s decisions and to a building’s structural position, which since 2022 is a documented, checkable thing rather than a mystery.

If a condominium is the plan, ask for the completed milestone report where the building is old enough, the structural integrity reserve study, the reserve funding percentage, and 3 years of dues split into reserve contribution and master insurance premium. See the Florida condos hub.

Choosing where, once the state is decided

Since the tax advantage is uniform statewide, the choice between places comes down to structure:

QuestionWhat it changes
Coastal or inlandinsurance exposure, and the 25 versus 30 year milestone trigger
Master-planned or established neighbourhoodwhether a CDD and club fee apply
Condominium or housewho carries the roof and the insurance
Metropolitan or smaller marketentry price, and the depth of the resale market

Inland Florida deserves an explicit mention because it is frequently dismissed. It removes coastal wind exposure and the 25-year trigger, keeps the state tax position in full, and carries lower entry prices. The trade is distance from the water. That is a preference, and it should be priced rather than assumed away.

Rent first or buy immediately

There is a real case for renting for a season. It lets you test the commute, the neighbourhood and the insurance market before committing, and a season’s rent is far cheaper than an unwanted house.

The counter-argument is timing. Homestead and the assessment cap begin only when you own and occupy the property as your permanent residence, so a delayed purchase delays the tax benefit, and the cap’s value comes from starting the clock early.

There is no general answer. A household certain of its neighbourhood should buy; a household choosing between three cities should rent for a season and use it to run the seven-line cost comparison properly.

If you are moving from outside the United States

There is no citizenship or residency requirement to own Florida real estate, and buying property creates no immigration status. Those two facts answer most of the questions overseas arrivals bring.

What needs planning: financing through foreign national mortgage programmes, an ITIN where required, the choice between personal title and an entity, FIRPTA withholding on a future sale, and US estate tax exposure. Florida’s SB 264 restrictions apply to buyers connected with specific countries of concern rather than to foreign buyers generally.

A sequence that works

  • Decide the state first, then stop treating tax as a comparison tool between Florida places.
  • Shortlist 2 or 3 markets and one property type.
  • Get real insurance quotes on specific addresses before falling in love with a house.
  • Get the assessed value without the seller’s homestead and model your own tax.
  • Get the full itemised tax bill for 3 years and identify any CDD assessment.
  • Get the association budget and any club fee, with 3-year histories.
  • On a condominium, get the milestone report, reserve study and funding percentage.
  • On a house, get the roof age with its permit and the elevation certificate.
  • Confirm the homestead application process and dates with the county property appraiser.
  • Consider renting for one season if the market choice is genuinely open.

Where this leaves you

The move works. Florida’s tax position is real, it applies across the state, and it is the reason the calculation starts. What decides whether the move feels like a success in year three is the property, and specifically the two lines that arrive every year regardless of what you do: insurance and the fee stack.

Price those before you choose the house, and the rest of the move is logistics. For the mechanics of buying itself, see the Florida homes hub.

Frequently Asked Questions

Florida levies no state personal income tax, so wages, pensions, retirement account withdrawals and Social Security are untaxed at state level. Federal tax is unaffected. Florida also imposes no state estate tax. Those advantages apply everywhere in the state, so they do not help you choose between two Florida cities.

You apply to the county property appraiser for the property you occupy as your permanent residence. Qualification is generally assessed as of 1 January of the tax year and the customary filing deadline is 1 March. Confirm the current process and dates with the county property appraiser for your parcel, since procedure and required documents vary by county.

A constitutional limitation on how fast the assessed value of a homesteaded property may rise each year. It matters more over time than the exemption itself, because the effect compounds: after a decade a homesteaded assessment can sit well below market value, and the tax bill with it.

Because coastal Florida prices wind and flood separately from the dwelling policy, and because premiums have repriced every year since 2022. The number is driven by the specific address, elevation, roof age, construction date and claims history rather than by the city, so get real quotes before committing to a property.

A Community Development District funds a master-planned community's roads, drainage, utilities and amenities by issuing bonds, repaid through an assessment that appears on the annual property tax bill. It is separate from any homeowners association fee, it is not optional, and it runs for the life of the bond.

Renting for a season is a defensible way to test insurance, commuting and the feel of a neighbourhood before committing, and it costs less than a wrong purchase. The trade is that homestead and the assessment cap begin only when you own and occupy, so a delayed purchase delays the tax benefit as well.
