St. Lucie County STR Rules 2026: The Six-Month Test

St. Lucie is a long-term rental market with a thin coastal strip. The owner remits the 5% county tax, and the CDD assessment on new stock is not an HOA fee.

Quick answer: St. Lucie levies 5%, collects it itself, and is not a county where Airbnb remits it, so the county tax is the owner’s. But the more useful answer for most buyers here is that this is not a short-term rental county. The depth of demand is in 12-month tenancies, which sit outside the transient regime entirely, and the transient market is a thin coastal strip. The cost that surprises buyers is not the tax; it is the CDD assessment on new stock.

Start with whether the model fits

Most Florida county pages assume the reader wants a nightly rental. In St. Lucie that assumption fails for most of the housing stock, and saying so is more useful than describing rules the buyer will never use.

Sub-marketCharacterRealistic model
Port St. Lucielarge, fast-growing suburban city12-month tenancy
Fort Pierce, inlandolder residential and working city12-month tenancy
Hutchinson Islandbarrier island condominiumstransient, subject to association rules
Fort Pierce beachessmall coastal striptransient, thin supply

The county’s growth story is residential. Population has expanded quickly, new construction has followed, and the rental demand that comes with that is people who need somewhere to live for a year, not visitors who need somewhere for a weekend.

A 12-month tenancy carries no county tourist tax, no state transient sales tax, no vacation rental licence and no filing calendar. For a buyer whose objective is income rather than a holiday base, that is usually the right answer here, and it removes this entire page from the equation.

The rest of this page is for the coastal strip, and for owners who intend to let transiently anyway.

The 5% is yours to remit

TaxRateWho remits it in St. Lucie
Florida state sales tax on transient rentals6%commonly handled by the platform
St. Lucie discretionary sales surtaxcounty surtax, where leviedwith the state component
St. Lucie County tourist development tax5%the property owner, directly to the county

St. Lucie is county-collected and is not among the counties for which Airbnb collects the county tax. Platforms commonly handle the state component, which is what makes the gap invisible: the payout summary shows tax collected and is telling the truth about the half it collected.

Counties reconcile third-party booking data against their own registration and filing records. The first notice is usually a letter covering the whole operating history, with interest and penalties on a figure calculated from gross rent already spent. The guest would have paid the 5% as a visible line without comment.

Open the county account before the first booking. Confirm the filing frequency and whether a zero return is required in months without bookings, because an open account with no filings draws attention even when nothing is owed. See Florida sales tax on rentals.

The cost line new buyers miss

A great deal of St. Lucie’s housing stock is recent master-planned construction, and much of that stock sits inside a Community Development District.

A CDD is a special-purpose local government that funded the community’s infrastructure, roads, drainage, utilities and amenities, by issuing bonds. Those bonds are repaid through an assessment that appears on the annual property tax bill, and it is a distinct thing from a homeowners association fee.

ChargeWhat it fundsWhere it appears
Property taxcounty, school and municipal servicestax bill
CDD assessmentthe community’s infrastructure bonds and operationstax bill
HOA feeday-to-day association management and servicesassociation invoice

Three points matter for a buyer:

It is not optional and it is not negotiable. It runs for the life of the bond, which can be decades.

It can be a four-figure annual sum, large enough to change whether a rental works.

A listing’s quoted tax figure may or may not include it. Ask for the actual full tax bill for the parcel, itemised, for the last 3 years, and read every line.

Where the property is also in an HOA, get that budget separately. The two together are the real fixed cost, and either one alone understates it.

Association rules bite harder than the county

Under Florida Statute 509.032(7)(b), a local government may not prohibit vacation rentals or regulate the duration or frequency of stays by an ordinance adopted after 1 June 2011. Pre-2011 rules survive and may be amended only to become less restrictive.

That protection does not extend to private covenants, and in this county the private covenants are the real constraint. New master-planned communities routinely impose minimum lease terms of 6 or 12 months, limits on the number of lettings a year, tenant approval procedures and restrictions on advertising. Barrier island condominiums on Hutchinson Island vary widely, from strict 6-month minimums to permissive monthly rules, building by building.

Read the recorded declaration and rules for the specific property before offering. See the HOA and association restrictions checklist.

Local government also keeps registration and inspection programmes, and generally applicable rules on noise, parking, waste, occupancy limits and life safety.

Licensing

A DBPR vacation rental licence is required where the property meets the transient public lodging test: broadly, rented more than 3 times in a calendar year for periods under 30 days, or advertised as regularly available for such stays.

A property let on a single 12-month lease does not meet it. A coastal condominium let by the week does. The advertising limb catches owners who list a property for short stays without securing many bookings, because the test does not require the bookings to materialise.

Insurance on the coast and inland

The two halves of this county insure very differently. Inland Port St. Lucie is ordinary Florida residential risk. The barrier island is coastal risk, with wind and flood normally written as separate policies and a letting operation needing liability cover written for that use.

Price from real quotes on the specific address and elevation rather than from a percentage of value, ask the seller for 3 years of actual premiums, and establish whether cover sits with a private carrier or the state-backed insurer of last resort. See the Citizens insurance guide and the 1 million dollar liability requirement.

On a condominium, add the master policy question: what the association carries, what it excludes, and what an owner’s own policy has to cover between the two.

Financing

Lenders price a letting purchase differently from a second home, so state the intended use at application. Conventional investment lending, a DSCR loan underwritten on the property’s own income, or cash are the usual routes, and overseas buyers work through foreign national mortgage programmes.

On a condominium purchase, add the project questionnaire to the timeline. Reserve funding and owner-occupancy are project-level tests, and a building that fails them removes conventional lending for every owner in it. Ask for a written project eligibility determination before the contract.

Before you buy in St. Lucie County

  • Decide honestly whether the transient model fits the sub-market or whether a 12-month tenancy is the better answer.
  • Where transient letting is planned, register with the county before the first booking.
  • Confirm the filing frequency and whether zero returns are required.
  • Register with the state for sales tax on transient rentals separately.
  • Get the full itemised property tax bill for the parcel for 3 years and identify any CDD assessment.
  • Get the HOA budget separately from the tax bill.
  • Read the recorded declaration for minimum lease terms and approval procedures.
  • Establish whether a DBPR vacation rental licence is required and obtain it.
  • Get real insurance quotes for the address, and on a condominium the master policy terms.

Where this leaves an investor

St. Lucie rewards a buyer who picks the right model for the right sub-market and then does ordinary landlord work. The inland market is a straightforward long-let proposition with none of the transient administration; the coastal strip is a genuine short-stay market with the usual coastal costs and a county tax the owner must remit.

The mistakes available here are a coastal model applied to inland stock, a tax account never opened, and a CDD assessment discovered after the offer. All three are settled with documents before contract. For neighbouring markets see Martin County, Indian River County and Brevard County.

Frequently Asked Questions

5% on lodging of 6 months or less. St. Lucie is a county-collected jurisdiction, so the tax is reported and remitted directly to the county, and St. Lucie is not among the counties for which Airbnb collects the county tax on a host's behalf.

No. St. Lucie does not appear on Airbnb's list of Florida counties where it collects and remits county tourist development tax, and it is not one of the counties whose tax the Department of Revenue administers. Platforms commonly handle the state component only, so the 5% is the owner's obligation.

For most of the county's housing stock, no. This is one of Florida's fastest-growing residential cities and the depth of demand is in 12-month tenancies, which sit outside the transient regime entirely. The transient market is concentrated on the coast, principally Hutchinson Island and the Fort Pierce beaches.

A Community Development District assessment funds the infrastructure bonds for a master-planned community and appears on the annual property tax bill. It is separate from any homeowners association fee, it runs for the life of the bond, and it can be a four-figure annual sum. Buyers of new stock frequently discover it after the offer rather than before.

Yes, where the property meets the transient public lodging test: broadly a dwelling rented more than 3 times in a calendar year for periods under 30 days, or advertised as regularly available for such stays. A property let on a single 12-month lease does not meet it.

Not by an ordinance adopted after 1 June 2011. Florida Statute 509.032(7)(b) preempts local prohibitions and local regulation of stay duration or frequency, except where a local law predates that date. Registration and inspection programmes remain available, as do generally applicable rules and any private association restrictions.
